System crash via reentrant ILA destination-cache access

A race condition in the Linux ILA output path allows local users to crash the system by sending traffic through a configured ILA route. ila_output() calls dst_cache helpers without disabling bottom halves, allowing a softirq to reenter the function and corrupt destination-cache structures. Reachability requires local low-privileged access and an active ILA output path; the bounded consequence is service interruption from kernel networking-state corruption.
