System interruption via duplicate SCLP event registration

Improper cleanup in Linux kernel 5.13 through 6.10-rc5 allows local users to interrupt an s390 system through repeated failed SCLP initialization. On failure, sclp_init() leaves sclp_state_change_event linked in sclp_reg_list, so a later call inserts the same list node again. Exploitation requires local low-privileged access and repeated initialization failures; the demonstrated result is a kernel warning and corrupted internal list state.
