Local kernel panic via bogus queued-packet warning

Reachable assertion in Linux kernel 6.9 netfilter allows local users to trigger a warning during rule deletion while a packet remains queued. The nfnetlink_queue reinjection path invokes WARN_ON after the packet's governing rules are flushed or deleted, treating an expected race as a fault. Low-privileged local access is required; default settings emit a diagnostic warning, while panic_on_warn=1 turns it into a kernel panic.
