Local service interruption via cachestat RCU sleep

Concurrency flaw in Linux 6.8 cachestat allows local users to interrupt service by triggering an eviction-recency check. workingset_test_recent() calls mem_cgroup_flush_stats_ratelimited() while cachestat holds an RCU read lock, allowing the flush to sleep in a non-sleepable section. A local low-privileged process must invoke cachestat on an entry whose eviction recency is checked; the documented effect is availability loss only.
