Denial of service via excessive TCP retransmissions

Denial of service in affected Linux kernel versions beginning with 4.19 allows remote attackers to consume resources through a TCP connection. In net/ipv4/tcp_timer.c, tcp_rtx_probe0_timed_out() ignores icsk_user_timeout, so tcp_retransmit_timer() sends a probe every two jiffies for about four minutes after the configured timeout expires. The target socket must use TCP_USER_TIMEOUT while its peer advertises a zero receive window; the resulting traffic degrades availability without a reported crash or data compromise.
