Memory exhaustion via leaked NET/ROM socket references

Resource leak in affected Linux kernels' NET/ROM subsystem allows local users to deplete memory through crafted socket state transitions. The nr_heartbeat_expiry function calls sock_hold for a destroyed non-listening socket after its file descriptor is closed, leaving a reference that no later path releases. Low-privileged local access and use of the NET/ROM socket path are required; repeated triggers consume kernel memory and can degrade service.
