Service interruption via non-atomic poll-owner read

Race condition in Linux kernel netpoll before 6.10 allows local users to interrupt service through concurrent netpoll activity. netpoll_owner_active() reads napi->poll_owner non-atomically while net_rx_action can update it from interrupt context, so the ownership decision can use a raced CPU value. Reaching it requires local execution and a high-complexity timing race; public records do not identify whether failure manifests as a hang, crash, or other interruption.
