Kernel panic via unchecked PCIe link state

Denial of service in the Linux kernel before 6.10 allows local users to trigger a kernel panic through an Octeon PCIe link-down event. __cvmx_pcie_build_config_addr forms a peripheral configuration address without rejecting a down or training link, so a subsequent access raises a Data bus error. Reachability requires local access to a MIPS Octeon system and a peripheral link surprise-down; no data disclosure or modification is reported.
