Service interruption via leaked CXL memregion identifiers

Memory leak in the CXL region subsystem in Linux allows local users to exhaust memregion identifiers through invalid CXL region modes. The __create_region() path allocated an identifier before devm_cxl_add_region() rejected an unsupported mode, then returned without releasing that identifier. Triggering requires local access to a system with the CXL subsystem and a path supplying an unsupported mode; repeated failures can interrupt service.
