Privileged service interruption via stale task state

Denial of service in the Linux kernel allows local users to interrupt service through io_uring buffer unregistration. io_rsrc_ref_quiesce fails to restore TASK_RUNNING after io_run_task_work_sig exits the wait loop, then attempts to acquire a mutex while the task remains non-running. Reachability requires local access to the io_uring registration syscall, and Oracle's published assessment further requires high privileges; the bounded impact is loss of availability.
