Invite-link denial via missing permission check

Improper access control in Mattermost 9.5.0 through 9.5.7 and 9.10.0 allows remote authenticated users to disable a team invite URL. The regenerateTeamInviteId API handler checks manage-team authority but omits the invite-user permission before replacing the invite identifier. A team administrator lacking Add Team Members permission can invalidate the existing link, interrupting link-based team invitations.
