Local privilege escalation via factory reset protection bypass

Local privilege escalation in Google Android 12, 12L, 13, 14, and 15 allows local users to bypass factory reset protection. AdvancedPowerUsageDetail.shouldSkipForInitialSUW fails to block the App battery usage app-info page while device provisioning remains incomplete. A local user can launch that page through ADB during Setup Wizard without additional execution privileges or user interaction, defeating the reset-protection gate and gaining elevated access.
