Missing authorization in Google Android 12 through 14 allows local users to access Settings during device provisioning. SettingsHomepageActivity.onCreate continues to the Settings homepage without checking Settings.Global.DEVICE_PROVISIONED; the patch finishes the activity when that flag is zero. Exploitation requires user interaction on an unprovisioned device and grants local privilege through Settings access.
