Stored XSS via unsafe sidebar ID escaping

Stored XSS in MediaWiki Foreground through 1.42.1 allows remote authenticated users to execute scripts via top-level sidebar entries. ForegroundTemplate.php inserts Sanitizer::escapeIdForAttribute output into single-quoted HTML attributes even though that output is not HTML-safe. An account with editinterface permission must store the entry, and a visitor must load a page using Foreground for the script to run in that visitor's browser.
