Arbitrary file upload in PublicCMS 4.0.202302.e allows remote authenticated users to execute code through the template upload endpoint. The doUpload action in CmsTemplateAdminController accepts a crafted file, but the public report does not disclose which validation or storage control fails. Administrative access to the network-reachable backend is required, and successful exploitation runs attacker-supplied code on the server.
