Authenticated code execution via unrestricted web-file upload

Arbitrary file upload in PublicCMS 4.0.202302.e allows remote authenticated users to execute code through /admin/cmsWebFile/save. The save handler writes attacker-controlled content into the site web-file area without restricting dangerous file types, while sanitizing traversal sequences in the filename. Access to the administrative endpoint and a valid low-privilege account are required; a crafted server-executable file runs with the CMS service process privileges.
