Security-check bypass via stale address-range tables

Incorrect IP address classification in affected CPython releases allows remote attackers to bypass address-based security checks. The ipaddress module's _private_networks tables omit non-global blocks and fail to carve out globally reachable exceptions, causing is_private and is_global to return false positives and false negatives. Exposure depends on an application using these properties for security decisions about attacker-controlled IPv4 or IPv6 values; the module itself performs no network access.
