Local temporary-data access via inherited directory ACLs

Incorrect permissions in Python Software Foundation CPython on Windows allow local users to read or write tempfile.mkdtemp() directories. The function requests mode 0o700 through os.mkdir(), but affected Windows builds ignore that mode and inherit the parent directory's ACL instead of restricting access to the creator. Exposure requires an alternate temporary-directory location or a user without a profile directory; default per-user temporary locations and non-Windows systems are unaffected.
