Authenticated data disclosure via unchecked subscription scopes

Incorrect authorization in affected GitLab CE/EE releases allows remote authenticated users to read GraphQL subscription events beyond token scopes. GraphqlChannel accepts a bearer personal access token and establishes subscriptions without enforcing the token's selected scopes. A valid user token is required, and access remains bounded by the user's resource permissions, limiting the reported consequence to unintended data disclosure.
