Member-group creation via forged form submission

CSRF in idcCMS 1.35 allows remote attackers to create member groups through an administrator's authenticated browser. The /admin/userGroup_deal.php handler accepts a crafted group-creation POST from an external HTML form without a request-bound anti-CSRF token. A logged-in administrator must load attacker-controlled content, and the submitted settings create an enabled group with attacker-chosen quotas, scores, rank, and theme.
