Arbitrary file read via release-tag argument injection

Argument injection in Gogs 0.13.0 and earlier allows remote authenticated users to read arbitrary server files when creating a release tag. The git-module CreateTag method passes a user-controlled tag name directly to git tag without an end-of-options delimiter, so Git parses a leading option as a command option. An unprivileged account with at least one SSH key can expose source code, configuration secrets, TLS keys, or a SQLite database readable by the Gogs process.
