Vault takeover via unchecked emergency-access metadata update

Authorization bypass in Vaultwarden 1.30.3 allows remote authenticated users with emergency access to take over another user's vault. The PUT /api/emergency-access/<access_UUID> handler updates the access type and wait period without verifying that the requester is the grantor. A designated grantee can obtain the UUID from the notification email, upgrade read-only access to takeover, and bypass the configured delay.
