Unauthorized cog command execution via positional argument misuse

Incorrect authorization in Cog-Creators Red-DiscordBot 3.5.0 through 3.5.9 allows remote attackers to run protected cog commands. The can_manage_channel decorator passes allow_thread_owner positionally as privilege_level, causing its permission predicate to succeed without Manage Channels permission. Exposure requires a third-party cog that uses this decorator without another permission control; core commands and core cogs are unaffected.
