Cross-tenant data access via missing author check

Improper authorization in OpenSearch Observability before 2.14 allows remote authenticated users to access private tenant resources via known IDs. The private-tenant path in UserAccessManager accepted a tenant match without requiring the resource access metadata to contain the requesting user's name. An authenticated user with an observability or reporting role and another user's resource ID can read, modify, or take ownership of that resource within the same instance.
