Privilege escalation in Siemens SINEMA Remote Connect Server before 3.2 SP1 allows remote authenticated users to create administrators. The backup-import path restores user records from an encrypted backup without preventing an imported account from receiving administrative privileges. Exploitation requires the backup encryption key and permission to upload backup files, after which the imported account gains administrative control.
