Application crash via oversized national-number assertion

Reachable assertion in Whisperfish phonenumber 0.3.4 through 0.3.5 allows remote attackers to crash dependent applications via crafted input. NationalNumber::new parses the national-number portion as a u64, then asserts that it is below 2^56 instead of returning a parse error. Any application that passes attacker-controlled phone-number strings to the parser can terminate when the assertion panics, interrupting that application's service.
