SSH service interruption via unreaped sshd processes

Resource exhaustion in Juniper Networks Junos OS Evolved allows remote attackers to block SSH, SFTP, and NETCONF over SSH. A high rate of concurrently opened and specially terminated SSH connections crashes xinetd and leaves defunct sshd processes that are not released. No authentication is required, and continued requests sustain the service interruption until the affected services are manually restored.
