Service interruption via port-triggered rtlogd memory leak

Memory leak in rtlogd in affected Juniper Networks Junos OS releases on MX Series with SPC3 allows attackers to interrupt service via port flaps. The rtlogd process fails to release memory after processing internally generated events, so repeated port flaps steadily exhaust its memory. Reachability is limited to adjacent attackers able to flap ports on an MX chassis with an SPC3 line card, and recovery requires a manual rtlogd restart.
