Authenticated rpd crash via concurrent SNMP request

Use after free in rpd in Juniper Networks Junos OS and Junos OS Evolved allows remote authenticated users to crash and restart rpd. During routing-instance deactivation, rpd frees an object that a simultaneous specific SNMP request still uses, producing a segmentation fault. Exposure requires SNMP v2 or v3 with at least read access, and the request must coincide with routing-instance deactivation; the bounded result is an rpd restart.
