Kernel-memory disclosure and crash via empty ARP target

Out-of-bounds read in the Linux bonding driver allows local users to disclose kernel memory or crash the operating system. bond_option_arp_ip_targets_set() advances past an empty arp_ip_target string and passes the resulting out-of-bounds pointer to the IPv4 parser, whose strlen() reads adjacent memory. A low-privilege user can create a bond device inside user and network namespaces and trigger the flaw without root access or user interaction.
