Local storage hang via RAID5 daemon deadlock

Deadlock in the Linux kernel RAID5 driver allows local users to hang storage I/O and consume one CPU core during array activity. The raid5d loop keeps retrying plugged I/O while MD_SB_CHANGE_PENDING remains set, but md_check_recovery cannot clear the flag while another context holds reconfig_mutex. Reachability requires an active md RAID5 array and lock contention during I/O; the bounded consequence is a storage hang with sustained CPU spin.
