Secret-file disclosure via mistaken content decryption

Secret exposure in Jenkins Plain Credentials Plugin 182.v468b_97b_9dcb_8 and earlier allows remote authenticated users to read secret-file contents. FileCredentialsImpl passes uploaded bytes to SecretBytes.fromBytes, which treats matching raw content as encrypted and consequently persists the original data with only Base64 encoding. Disclosure requires controller-filesystem access for global credentials or Item/Extended Read permission for folder credentials; successfully used secret files are unaffected.
