Arbitrary file read in SeaCMS 12.9 allows remote authenticated users to read server files through the administrative backend. The admin/adminsafe.php download action passes the GET file parameter directly to file_get_contents at line 94 without constraining the resolved path. Access requires a valid website-backend session, and successful exploitation discloses files readable by the web-server account without modifying them.
