Remote localization crash via stale scan subscriber

Use-after-free in nav2_amcl in Open Robotics ROS 2 and Nav2 Humble allows remote attackers to crash localization via /amcl do_beamskip. During dynamic-parameter handling, initMessageFilters resets laser_scan_sub_ but leaves laser_scan_filter_ active, so the filter dereferences the freed subscriber during reinitialization. Reachability requires access to the ROS 2 parameter service; the observed consequence is termination of nav2_amcl and loss of localization.
