Remote localization crash via stale laser-scan subscriber

Use-after-free in Navigation2 Humble and Iron nav2_amcl allows remote attackers to crash localization via a parameter request. AmclNode::dynamicParametersCallback reinitializes the laser-scan subscriber without first resetting its message filter, leaving the filter to dereference the freed subscriber. An unauthenticated remote request changing /amcl z_max is sufficient; the demonstrated consequence is termination of nav2_amcl and interrupted robot localization.
