Localization crash via stale laser-filter callback

Use-after-free in Open Robotics Navigation2 Humble nav2_amcl allows remote attackers to crash localization via a dynamic-parameter request. AmclNode::dynamicParametersCallback reinitializes message filters after freeing the laser-scan subscriber, causing filter destruction to remove a callback through the freed subscriber. Any network participant able to call the ROS 2 parameter service can trigger the fault without credentials, stopping nav2_amcl and interrupting robot localization.
