Authenticated cache overwrite via path-prefix validation

Path traversal in Salt 3006.x before 3006.12 and 3007.x before 3007.4 allows remote authenticated users to overwrite master-cache files. The _file_recv handler joined a minion-supplied path to its cache tree, then used a string-prefix check that accepted traversal into unintended cache locations. A valid minion key and network access to the master's request service are required; successful writes can alter files within the master cache.
