Service interruption via unlocked MAX3100 CTS handling

Improper locking in the Linux kernel MAX3100 serial driver allows local users to interrupt service through CTS handling. The max3100 workqueue calls uart_handle_cts_change() without holding port->lock, violating the serial-core locking requirement. Reachability requires an active MAX3100 device and a CTS-change path; the observed consequence is a kernel warning with availability impact.
