Service interrupt via leaked HNS3 IRQ vectors

Resource leak in the Linux kernel 6.0 through 6.9.2 allows local users to exhaust memory through failed HNS3 PMU initialization. The HNS3 PMU probe allocates PCI interrupt vectors, then registers a cleanup action without releasing those vectors when registration fails. Reachability requires HiSilicon HNS3 PMU hardware and a failed devm_add_action call; leaked kernel memory can interrupt service without exposing or modifying data.
