Memory corruption via unbounded RCU stall formatting

Buffer overflow in the Linux kernel allows local users to corrupt kernel memory through malformed RCU starvation stall reporting. print_cpu_stall_info() uses unbounded sprintf() to append an rcuc-starvation jiffies delta to a fixed buffer, so a full-width time difference writes past its end. Exploitation requires local low-privileged access, an RCU stall, and an extreme clock discrepancy; successful corruption can expose or alter kernel data or crash the host.
