Service interruption via unfreed Modbus transactions

Resource exhaustion in Suricata 7.0.5 and earlier allows remote attackers to interrupt service with crafted Modbus traffic. The Modbus parser creates transactions for unmatched requests but never frees those without responses; after allocation fails, affected code incorrectly returns success and continues parsing. The parser is disabled by default; when enabled, one flow can accumulate unbounded transactions and exhaust memory until the engine becomes unavailable.
