Remote script execution via encoded question-mark substitution

Substitution encoding in mod_rewrite in Apache HTTP Server 2.4.59 and earlier allows remote attackers to execute scripts or disclose source. mod_rewrite decodes an encoded %3F before matching, then reinserts the captured question mark into a substitution where it becomes the path-query delimiter. Exposure requires a RewriteRule that captures and unsafely substitutes attacker-controlled URL data, permitting access to configured script directories that no direct URL reaches.
