Secret disclosure via encryption API query logging

Information disclosure in SonarQube before 10.4 and 9.9.4 LTA allows remote authenticated users to expose plaintext settings in logs. The Settings Encryption client sends values to /api/settings/encrypt with GET query parameters, causing web servers and proxies to record them in request URLs. Administer System permission and use of Settings Encryption are required; access to the resulting logs reveals the submitted secrets.
