Authenticated draft-report disclosure via unchecked report ID

IDOR in NATO NCI ANET 3.4.1 allows remote authenticated users to read another user's private draft report through a report URL. The report-view route accepts a user-controlled report UUID and returns the corresponding draft without verifying that the requester is its author or an involved party. Any account that obtains another report's UUID can bypass the normal report listing and disclose that draft; no service interruption is reported.
