Node crash via unbounded onion payload allocation

Improper input validation in LND before 0.17.0 allows remote attackers to crash a Lightning node via crafted onion packets. HopPayload.Decode trusts a BigSize length value and allocates that many bytes before verifying the actual payload, permitting allocations up to 4 GB per packet. A node must process attacker-routed HTLC onion data; concurrent packets exhaust memory and terminate the daemon.
