Unauthenticated code execution via Base64 heap overflow

Heap-based buffer overflow in Microsoft Windows Server's Remote Desktop Licensing Service allows remote attackers to execute arbitrary code. CDataCoding::DecodeData underallocates a heap buffer when decoding malformed Base64 data supplied to the TLSRpcTelephoneRegisterLKP RPC method, then writes beyond that allocation. The Remote Desktop Licensing role must be installed and its network-facing TermServLicensing service reachable; exploitation requires neither credentials nor user interaction.
