Unauthorized ticket modification via location RBAC bypass

Incorrect authorization in Sunbird dcTrack 9.1.2 allows remote attackers to create or update tickets for unauthorized locations. The ticket create and update path accepts a location outside the caller's authorized scope without enforcing its RBAC check. No authentication or user interaction is required according to CISA's assessment, and the demonstrated consequence is unauthorized ticket data modification.
