2FA bypass via integer-coerced provider keys

Improper authentication in affected Nextcloud Server 26 through 28 releases allows remote authenticated users to bypass a configured second factor. AllConfig::getUserKeys returned numeric-looking provider-state keys as integers, although the 2FA provider-state API requires string identifiers. Exploitation requires valid primary credentials and a user account with 2FA enabled; success grants an authenticated session without the configured second-factor proof.
