Account registration via unchecked disabled ID4me routes

Improper access control in Nextcloud OpenID Connect user backend 1.3.6 and earlier allows attackers to register accounts through ID4me. Id4meController invokes its showLogin, login, and code routes without checking whether the id4me_enabled setting is disabled. An unauthenticated requester who can reach the Nextcloud server can use the disabled feature and access data available to all registered users.
