Unauthenticated service interruption via media caching

Resource exhaustion in Element HQ Synapse before 1.106 allows remote attackers to interrupt service by filling the remote-media cache. The remote-media download path accepts unauthenticated requests, fetches and persistently caches attacker-selected large media, and applies insufficient default rate limiting. No account or user interaction is required; exhaustion can stop media transfers or make the Synapse process completely unavailable, depending on storage deployment.
